Participation in scenarios

I think we should include editing the soon to be uploaded scenarios as one way of participating in the plan. The author, Steve bright, has advised he is more than happy for people to do this.

Reworded 'How to participate topic'

I've reworded the topic for greater clarity and to simply the participation process. I've also added in a section on the more traditional means of participation. I think it's important we advise of things like out Q and A sessions at Fed Square. If you disagree with any changes feel free to re-edit!
